The Yuzhny microdistrict is located in the southern part of the city of New Lyalya, which is the administrative, industrial, cultural and financial center of the Novolyalinsky city district. The design territory is limited: from the north and north-east-the quarters of the existing manor residential development along the streets: Tolstova, Timiryazev and Klara Zetkin; in the north-west and the West-quarters of urban sectional development and territories of KBO objects (comprehensive school No. 4, etc.) on the street. Lermontov; From the southwest-an existing individual manor residential development on the street. Pinery; On all other sides-territories covered with wood-brown vegetation.

A feature of this period of development of the planning structure of the microdistrict is the heterogeneity of the development of its various parts. The western part of the microdistrict is actively built up, in which sectional residential development and objects of cultural and domestic services are concentrated (church, physical education and health complex). At the same time, most of the territory, free from development, is occupied by wood-shrubby vegetation and gardens.

According to the general plan, the territory of the Yuzhny microdistrict was intended to accommodate residential development. The presence of free areas and convenient transport relations makes the territory of the design site attractive to accommodate housing, increasing the density of development and development of the cultural and domestic service system.

The area within the boundaries of the designed Yuzhny microdistrict is 47.5188 hectares (determined by the cardometric method).
The total population of the Yuzhny microdistrict, Novy Lyalya as of 01.01.2013, is 740 people.
The Yuzhny microdistrict is the youngest planning element of the city of New Lyalya. The beginning of the formation of the specified planning element refers to 2005. It is associated with the need to increase the efficiency of the use of undeveloped territories of the city for housing construction with the registration of land for cadastral registration.

Design proposals
The territory in question is intended for housing construction. The planning project laid the principle of the complexity of the development of the Yuzhny microdistrict-the construction of the necessary social infrastructure facilities in parallel with housing, landscaping, the possibility of promising development of the road network.
The planning structure of the Yuzhny microdistrict was resolved in a link with the current geometric organization of the whole city of Novy Lyalya. The layout of the microdistrict was made in accordance with the General Plan of the city and is mainly aimed at increasing the efficiency of the use of the territory by building it with sectional houses, individual residential houses of the manor type and placing objects of KBO of local significance.

At the heart of the urban development frame of the Yuzhny microdistrict, New Lyalya is a regular rectangular grid of streets, providing:
§ Minimum temporary costs of transport relations within the microdistrict;
§ rational and most efficient use of the territory of the South microdistrict in Novy Lyalya;
§ The convenience and efficiency of laying engineering networks.

The design of the Yuzhnoye road network of the Novye Lyalya microdistrict was performed in accordance with the regulatory indicators of the size of the red lines according to SP 42.13330.2011.

The planning organization of the Yuzhny microdistrict is distinguished by geometric severity with a clear division of the territory into the following functional zones: a residential area; social and business zone; engineering infrastructure zone; zone of transport infrastructure; common zone.

Residential areas
Residential areas are represented by:
§ zone of low-rise apartment buildings (1-3 floors);
§ Zone of residential buildings of the manor type.

The zone of low-rise apartment buildings (1-3 floors) is represented by sections of 5 designed 3-storey 2-section residential buildings with landscaped courtyards.
